Electricity Tariffs for Irkutsk Region Population to Reach 0.68 RUR/kWh in 2011
Electricity tariffs for 2011 for the population of the Irkutsk region and other client categories equated to it is set as 0.68 RUR/kWh which is the extreme minimum level set by the Order of the Federal Tariff Service of Russia. The reduction factor of 0.7 (total tariff of 0.476 RUR/kWh) is applied to the rural population as well as to the city population living in apartment houses equipped by stationary electric stoves and electric heaters. Aleksander Haliulin, deputy director of the Irkutsk region Tariff Service reported that since January 1, 2011 electricity tariffs for the power supplied to the end users (except tariffs for the power supplied to the population of the region) are not to be state-regulated.
The Irkutsk region Tariff Service has set joint (boiler) tariffs for the supply of electric power for 2011 which are calculated by addition of the required gross revenues of all local grid organizations operating at the territory of the Irkutsk region. It also set sales margins of the last resort suppliers: OOO Irkutskaya Energosbytovaya Kompaniya, ZAO Vitimenergosbyt, OOO Rusenergosbyt.
Average growth of heating power tariffs at OAO Irkutskenergo for 2011 totaled 11.54%. Growth of tariffs by the type of heat carrier totaled: hot water – 9.8%; steam – 13.0%.
Following the Order of the Irkutsk region Tariff Service, the maximum indices of change in payment of citizens for public services by municipal districts are to exclude growth in payments of more than 15%. The Tariff Service representatives pointed out that in 2011 the average growth in payment of citizens for public services in the Irkutsk region will not exceed 13%.
